Even if the personal data is not considered at the first stage when it is collected through cookies, the information (IP address) kept in the background is in the scope of the Law on protection of personal data. Therefore, it should be taken into consideration that the data obtained through cookies will be evaluated only within the scope of the Personal Data Protection Law (KVKK) to the extent that they constitute personal data within the framework of Turkish law
